Gen. Muhoozi Kainerugaba has dropped Kasambya County MP David Kabanda from his position as Secretary General of the Patriotic League of Uganda (PLU), ending his three-year tenure in one of the movement’s most influential offices.
The announcement was made on Monday as Muhoozi unveiled a major leadership shake-up within PLU, appointing former legislator Fadil Twalla as the new Secretary General and directing an immediate handover of office.
In a statement shared on X, Muhoozi confirmed Kabanda’s departure while thanking him for his service to the organisation.
“The new General Secretary of PLU is Hon. Fadil Twalla. I will work closely with him to achieve our objectives. I thank Hon. Kabanda for his 3 years of excellent service. He set the standard high for the position,” Muhoozi stated.
Muhoozi further instructed PLU National Vice Chairman Michael Nuwagira, commonly known as Toyota, to organise the handover ceremony without delay.
“The National Vice Chairperson of PLU, Mr. Michael Nuwagira, is hereby instructed to organise the handover/takeover ceremony of the position of General Secretary of PLU as soon as possible. From Hon. Kabanda to Hon. Fadil. All PLU Ministers and Members of Parliament must attend,” he added.
Kabanda’s exit comes as part of a broader restructuring exercise within PLU that has seen several prominent figures left out of the organisation’s new leadership setup. Once regarded as one of the movement’s most visible mobilisers and public faces, Kabanda played a central role in expanding PLU’s activities across the country and championing its political messaging.
His removal follows weeks of speculation surrounding his future in active politics. The outspoken legislator recently revealed that he had become frustrated with political life, citing threats, pressure and blackmail. He later deactivated his X account after publicly expressing intentions to retire from politics.
Although reports suggested that Muhoozi persuaded him to remain involved in the movement, Monday’s announcement confirms that Kabanda will no longer serve as the organisation’s chief administrator.
The changes also coincide with Muhoozi’s overhaul of the PLU Central Committee, where only a handful of members from the previous leadership team have been retained. Kabanda is among several high-profile figures who did not make it onto the new structure.
His departure marks one of the most significant changes within PLU’s leadership in recent years and signals Muhoozi’s determination to reshape the organisation ahead of the 2026 general elections.
Fadil Twalla now takes over the Secretary General’s office as PLU enters a new phase of reorganisation, while attention shifts to what role, if any, Kabanda will play within the movement going forward.
