The Office of the President has put the public on notice about a growing wave of con artists travelling across the country and collecting money from unsuspecting people, promising to secure them jobs as Resident District Commissioners (RDCs), Deputy RDCs, and Assistant RDCs.
The warning came from Permanent Secretary Hajji Yunus Kakande, who was clear that there are no vacant positions in the RDC structure and that no recruitment or reshuffle is currently underway. All posts are filled, and the people in them are legally required to keep doing their jobs.
The rumors appear to have taken off after the President announced a new Cabinet last month, with many people reading that as a signal that a wider shakeup of district-level representatives was coming. The Office of the President has firmly denied this, saying no such changes are on the horizon.
Speaking on UBC, Kakande urged people not to hand money to anyone claiming they can influence government appointments. “People should not pay money to conmen for RDC jobs. Positions are already filled, the holders are currently serving, and there will be no changes in the meantime. There are no lists for now, and if there are changes to be made, it will be in a few cases and mainly about those who are not disciplined,” he said.
He also stood by the performance of serving RDCs, pointing to their work during the recent election period as proof that no changes are needed. “The RDCs are already in office and doing a good job. They did a great job during elections, and to that effect, no changes are coming,” he added.
Kakande called on RDCs and their deputies to stay focused on pushing the government’s development agenda under the “Kisanja No Sleeping” message, working alongside elected leaders to spread awareness about wealth creation and development programs.
On the question of pay, Kakande confirmed that salary increases for RDCs and their deputies have been pushed back to the 2027/2028 financial year. The funds were redirected to address a long-running pay dispute involving Arts teachers. “We had wanted to increase salaries of RDCs, Deputy RDCs and Assistant RDCs in this financial year 2026/2027, but we agreed to first fulfil the demands of Arts teachers who have for a long time demanded a pay rise matching that of scientists. That is why the RDC salary enhancement has been carried forward. In the 2027/2028 financial year, we will definitely increase salaries for RDCs, deputies and LC V chairpersons,” he said.
The Office of the President closed with a reminder that any genuine government appointments will only be announced through official channels, and that the public should ignore all other claims.
