UGX600 Million Bulldozer Impounded as IGG Cracks Down on Alleged Abuse of Public Assets, Arrests Kibaale CAO

The Inspectorate of Government (IGG) has impounded a Kibaale District Local Government bulldozer worth approximately UGX 600 million and arrested the district’s Chief Administrative Officer (CAO) over allegations of misusing government property for private benefit.

The bulldozer, registration number LG 0028-19, was seized during a spot-check operation conducted by officers from the IGG’s Hoima Regional Office in collaboration with Hoima Central Police. It is currently being held at Kibaale Central Police Station as investigations continue.

According to the Inspectorate of Government, preliminary investigations indicate that the district-owned bulldozer was allegedly being hired out irregularly to Karukana Enterprises Ltd for private gain, in violation of laws governing the management and use of public assets.

The anti-corruption agency said the alleged arrangement involved Kibaale Chief Administrative Officer Mr. Katotoroma John and the District Engineer, Mr. Bagire Chrizestom.

Following the operation, Mr. Katotoroma was arrested and taken to Kibaale Central Police Station, where he recorded a statement before being released on police bond pending further investigations.

The IGG said he is being investigated over the alleged misuse of government property contrary to Section 9(5) of the Anti-Corruption Act, Cap. 116.

Meanwhile, the District Engineer has not been arrested but has been summoned by the IGG’s Hoima Regional Office to assist investigators with the ongoing probe.

The Inspectorate of Government said investigations are still underway to establish the full circumstances surrounding the alleged misuse of the district’s bulldozer.

The anti-graft agency reaffirmed its commitment to protecting public assets and fighting corruption, saying government resources must be managed lawfully, transparently and exclusively for the benefit of the public.
